Warm-Up 3

Warm-Up 3 is all about turning informal, spoken language into formal, written language. The prompt is the kind of thing a health-and-safety officer might say when he's on a site visit, but the written version of his recommendations will use different grammatical structures and different words.

Remember that you've only got FIVE sentences to produce - you don't need to write the entire report.

    “We noticed that some of the vehicles used on the construction site has old test certificates that must be re-newed. These vehicles should also be checked by an authorised mechanic – because of suspected leaks from the hydralic systems. They are not to be used before you can provide up to date certificates.”

    “Although the noise level on the site is normal, we suggest that workers wear protective ear gear. It would be a good idea to buy helmets with built-in ear muffs and mesh cover to procect the ears and face.”

  2. The Swedish Health and Safety Inspectors have visited our building site in Kalmar Sweden and they have raised the question about the workers safety. In Sweden they have different regulations compared with ours (Chinese) which we obviously have to follow during the construction of the Exhibition Centre in Kalmar. Below follows some of the points that we have to correct and modify.

    - All the workers at the site have to use proper work boots with reinforced soles and toecaps. The workers also need to wear hardhats with ear protection against the noise at the worksite.

    - We need to supply all visitors with hardhats, or other approved safety helmets, while they are at the building site.

    The Swedish regulation requires that we install fences surrounding the building site as well as putting up safety barriers throughout the building site whilst building the Exhibition Centre.

    The Swedish Inspector has decided that the plants that are being used on the building site must have approved safety test and a current certificate before they allow them to be used again.

  3. The Health and Safety Inspector had a number of complaints about the workers safety, to begin with we must follow Swedish safety rules and put up fences and safety barriers of the proper height everywhere we start building above ground level, this to ensure the safety of the workforce.
    It is important that the workers wear proper work boots with reinforced soles and toecaps, this to protect them from nails as well as heavy materials that may fall on their feet.
    Everyone that are allowed onto the building site have to wear an approved safety helmet.
    Furthermore, ear protectors are to prefer, the Inspector recommended that helmets with built-in ear muffs and a mesh to cover the face should be purchased to solve this issue.
    There were also complaints made regarding the equipment we use on the building site, the test certificates on several of the machines have expired, until we can arrange for an appointment for a new test the machines have to be taken out of service.

    The role of Health and Safety Executive in Sweden is to protect people against risks to health or safety arising out of work activities by providing advice, guidance, regulations and inspections.
    According to the regulations of safety and occupational equipment at the workplaces for building, the footwear used by building workers should protect against slipping and impact to or crushing of the toes, also usage of an approved safety helmet is mandatory for everyone at the construction site. The safety helmet may also be fitted with a safety visor and/or earmuffs.
    To prevent hearing impairment the usage of ear defenders is highly recommended.
    When building work is performed above the ground level, fences and safety barriers of the proper height should be set up to prevent falling.
    The plant used by the building company should have valid test certificates for all vehicles. Machinery missing valid test certificates should not be in service. An emergency appointment can be arranged if the test station is contacted. Some of the plants might have leaks in the hydraulic systems and ought to be checked by an authorized mechanic.

  5. Recommendations:

    1. Work boots, with reinforced soles and toecaps, are required protective footwear in a construction zone in Sweden and should be worn at all times at the construction site.

    2. Hardhats should be worn at all times at the construction site and are mandated by Swedish law; a person wishing to enter without an approved hardhat should be refused entry to the site.

    3. Wearing ear protection is advisable for all employees at the worksite, investment in helmets with built-in earmuffs and a mesh to cover the face is highly recommended.

    4. Strict regulations apply in Sweden with regard to fencing and safety barriers and fencing at the site, it is recommended to do a thorough inspection of the current fences and barriers in place and to ensure these are brought up to code.

    5. Test certificates for diggers and dumper trucks must be current; three trucks are currently without valid certification and should be tested and checked by an authorized mechanic with great urgency.

  6. Swedish Executive of Health and Safety has requested this report on the inadequate working conditions at the construction site of the Exhibition centers in Kalmar. There are Swedish rules concerning working conditions that needs to be followed, otherwise there is a risk of being shut down.

    Firstly Chinese workers are wearing trainers on their feet. Considering that the workers are lifting all sorts of heavy materials they need proper work boots with reinforced toecaps.

    Secondly the workers need to wear proper safety helmets when being on the site. Helmets with built-in ear muff would be preferred to protect the workers from the high noise level.

    Subsequently the rules of fencing and safety have to be reinforced in order to avoid accidents at the working site. Additionally, the vehicles on the premises have certificates that have expired. These vehicles need to be checked out by an authorized mechanic in order to bring them back into service.

  7. We have had a visit from a Swedish Health and Safety Inspector at our building site in Kalmar and he pointed out a number of things about the workers safety that we need to attend to, otherwise he will close us down.
    Our workers must use a hardhat and he recommends a helmet that has build-in ear muffs and a mesh, because it is very noisy and dusty at the building site.
    In Sweden there are very strict rules about safety barriers and fences and we need to put up fences and safety barriers everywhere that we are working above the ground level.
    He also told us that our workers need shoes with reinforced soles and a toecap and that it is unacceptable to let anyone work in trainers because of the risk of stepping on nails and of dropping heavy materials.
    We also have a problem with plants whose test certificates have run out, we need to take them out of service and have them checked by an authorised company in order to get new certificates.

  8. According to the Swedish Health and Safety Executive we have to increase safety on our construction area. As it happens that sharp things lie around on construction areas or heavy things fall down from above, it is a requirement in Sweden to wear safety work boots with reinforced soles and toecaps as well as safety helmets for protection. Recommended is to use helmets with built-in ear protection to ensure safety for the workers sense of hearing.

    Due to the fact that we build above ground it is compulsory to use fences and safety barriers to ensure that people cannot fall down and hurt themselves.
    Furthermore the inspector checked our machines and found some of them dangerous to use as their test certificate expired already and they have leaks in their hydraulic system, so he required testing them immediately by an authorised mechanic.

    Swedish Health and Safety Executive's recommendations:

    1.Proper working boots with steel toe and reinforced soles are a must for the workers due to the common accidents that may occur in a hectic environment.

    2.Falling debris are common on construction sites and can result to injury. Hard hats are neccessary for all those who are on site to avoid serious damages in case of such accidents.

    3.Ear protection is needed in order to reduce the noise level, as well as goggles to protect the eyes when handling power tools. We recommend that it would be beneficial for the company to supply hard hats with combined facial/ear protection.

    4.Most of deaths on construcion sites can be attributed to falls. A precautionary measure which may minimize such risks is to put up safety barriers and fences when working above ground level.

    5.All construction plants are obligated to undergo testing by an authorized mechanic before reusage.

  10. Firstly, there are some regulations and that you need to follow to continue your business, unless you will have to close it down.

    Because of the dangerous work the workers are performs it is of high priority that the safety requirements are satisfied and therefore the workers need to have proper work boots with reinforced soles and toecaps.

    Because of the safety rules working on dangerous sites there need to be safety fences and barriers anywhere above ground level.

    The plants you are using doesn’t have valid certificates and you have to take them out of service and get those updated and checked by a professional mechanic before using them again.

    When working with hard materials and in a noisy environment there is important to have safety helmets with built in ear-muffs when entering the area, without a helmet it should not allowed entering the site.

  11. The Swedish Health and Safety Inspectors have visited our building site in Kalmar and they have raised questions about the workers safety, there are Swedish rules and regulations that has to be followed or else we have to close the site.
    Safety helmets are compulsory for everyone working at, or visiting, the construction sites, they´ve recomended some helmets with built-in ear muffs and a mesh to protect the workers faces and ears.
    Workers have to wear proper work boots, with reinforced soles, wearing trainers is not acceptable because the high risk of injury on construction sites.
    They also requires that we install fences surrounding the building site as well as putting up safety barriers through the building site while building the Exhibition Centre.

  12. The Health & Safety Executive referred to the Swedish Rules and Regulations on safety requirements for workers with necessary improvements on below points or else work stoppage if flouted:

    * Compulsory hardhats or approved safety helmet, during the entire stay within the area.
    * Ear protectors like helmet with built-in earmuffs and mesh to cover the face, proper work boots with reinforced soles and toecaps for the feet.
    * Install fences and safety barriers to prevent people from falling over or getting hurt.
    * The three diggers and the dump truck cannot be used with immediate effect until the test certificates are renewed.

    Last week the Health and Safety Executive was on the building site in Kalmar, Sweden and they have some requirements that have to be corrected before the work can continue.

    The employees need safety shoes with reinforces soles and toecaps, because their existing shoes are not permitted by the Swedish law.

    All people, working or visiting the building site, also need safety helmets with ear protection that is compulsory safety equipment in Sweden.

    At all levels, except the ground level, it is required with fences and safety barriers with a proper height, to protect the employees from falling.

    The last important thing the inspectors pointed out was that the diggers and dump trucks need new test certificate and reparation of the hydraulic system by an authorized mechanic.

    The Health and Safety Executive visited the exhibition centre March 27, 2009, and found safety risks on the building site, that have to be adjusted before April 10, 2009.

    Firstly the workers have to wear proper work boots, with reinforced soles and toecaps. Then workers and visitors on the building site must wear hardhats or approved safety helmet at all time, it is compulsory by the Swedish law.

    Three diggers and a dumper truck need new certificates and they need to be tested by an authorised mechanic. Subsequently a recommendation is that all workers and visitors wear helmets that have built-in ear muffs and a mesh to cover the face.

  15. Report on increasing security at Chinese’s exhibition centre construction in Kalmar.

    The aim of this report is to summarise issues arising from the recent visit of a Health and Safety executive from the Swedish government. The visit was unexpected by us but we were informed that the Swedish authority does this kind of inspections as a routine of its obligations. The main point of these visits is to ensure that the Swedish Health and Safe Legislation is followed by the construction companies. As a result of this event we have several official observances to resolve.

    In order to cover the above named legislation we have to pay attention mostly to the following topics. Firstly, our workers have to wear the correct work boots to avoid injuries on their feet. Secondly, it is a mandatory to provide to everyone at the construction centre with construction helmets. Thirdly, we have to wear ear protectors because the high level of decibels at the work area is over the human tolerance level.

    Fourthly, we have to use too the scaffold as a security system everywhere we built above ground level and not only see this as a tool. Finally, the motorized machines that we use must have a pertinent certification to operate those that we have been using their permission have expired.

    In this tenor, it is clearly that we have to improve the Security at the construction place to make it compatible with the Swedish Healthy and Security Legislation; however, we risk making similar mistakes in the future. A good solution could be to hire a consult for this topic.

  16. The Swedish Health and Safety Executive expresses deep consern after a visit because of the conditions on the construction site and had a number of serious complaints that needs to be corrected to avoid a close down of the construction site.


    The Swedish Health and Safety Executive recommendations are:

    1. Working boots with reinforced soles and toecaps to the contractors to provide accidents in a risky enviroment.

    2. Hardhat to all contractors and visitors on the construction site to provide severe accidents from falling material.

    3. Helmets that have built-in ear muffs and a mesh to cover the face to all contractors.

    4. Approved fences and safety barriers above ground level in order of swedish regulations and safety rules to avoid accidents
    attributed to falls.

    5. The plant contains three diggers and a dumper truck with no valid test certificates and those can not be used until tested.
    Check the vehicles by an authorised mechanic and make an emergency appointment for authorized testing.

    Those safety rules and recommendations must be taken care of in order to provide
    the construction site open.

    To avoid intervention from Swedish authorities, our company has to assure that all activities on the site comply with Swedish safety regulation.

    The use of approved safety helmets on construction sites is compulsory in Sweden, and it is essential that a routine is developed to secure that every person entering the site wears one.

    In order to prevent injuries from falls, the construction workers must erect suitable fences and safety barriers when construction proceeds above ground level.

    In addition, it appears the test certificates of some of the vehicles have expired, and these vehicles have to be tested without delay to obtain permission for further operation.

    The Inspector also suspected that some of these machines have leaks in the hydraulic system, and recommended that an authorised mechanic looks into the matter.

  19. A Swedish Health and Safety Inspector visited our site in Kalmar and he introduced us some critical aspects of our work equipment. These provisions are obligatory to continue working here.

    Firstly, we have to gear our employees of proper work boots, with reinforced soles and toecaps; to avoid the possibility to have troubles, for example, with nails or heavy sacks of cement.

    Moreover, for their safety, anyone should wear hard hats with ear protectors and a visor to cover the face.

    There are some strict rules even about fences and safety barriers; people could fall to the ground working without barriers of the proper height.

    Ultimately, we have to renew test certificates of some of vehicles and to take an appointment with a authorised mechanic for some leaks in the hydraulic systems.

    The Swedish Health and Safety Executive imply strict regulations about the working conditions and the safety of construction workers, which need to be followed or you may risk to be shut down. Unfortunately your way of working has not satisfied the Safety and Health criterion.
    The recommendations are that the workers have to ware proper working boots with reinforced soles and toecaps in order not to drop heavy working material on their feet as well as protecting them from nails. Furthermore, everyone should ware safety helmets in their appearance within the working zone, it’s recommended to use helmets with in built ear protection.
    The Swedish regulations also require safety fences and barriers at all working areas above the ground. Our inspectors have also observed that the certificates regarding the usage of the equipment have expired; therefore it’s necessary to execute a safety test for continuous usage of the machinery in your service.

    Report to the Senior Management in Shanghai.
    1. The Health and Safety Inspector, local government official from the municipality of Kalmar, yesterday informed us that all of the workers on the building site have to use proper work boots, with reinforced soles and toecaps.
    2. He also made clear the strict rules about fences and safety barriers, meaning demands for fences and safety barriers of the proper height, everywhere building above ground level starts.
    3. Furthermore he informed us that the diggers and the dumper truck have to be tested at a certain test station for vehicles, as well as being checked by an authorized mechanic in order to avoid leaks in the hydraulic systems.
    4. The Inspector also urgently requested that everybody on the building site should use helmets with built-in ear muffs, to protect the head as well as the hearing. Preferably it should be combined with a mesh to cover the face.
    5. The Health and Safety Inspector claimed that the Swedish regulations for industrial safety might lead to the closing of the construction site if they are not followed.

    It is compulsory to use approved safety helmets on construction sites in Sweden.

    It was recommended that the workers should wear helmets with built-in earmuffs due to the overall lack in use of ear protection.

    Another problem concerning the workers is their use of sneakers instead of proper work boots.

    Because of the risk of things falling down, all that enters the construction site must wear a safety helmet.

    The level of noise on a site requires all at the location to wear ear muffs, if you want you can buy a safety helmet whit built-in ear muff.

    If your workers work above ground level you must attend that there are safety barriers in a proper height.

    All your equipment must have a test certificates that are up to date or we shot you down.

    I can understand that the rules about working conditions in China is not in many ways the same as in Sweden but now you are working in Sweden and hence, have to follow the Swedish rules.

    The first thing we have noticed is that your workers do not wear any kind of protection on their feet, meaning that they are working with trainers when they should in fact wear proper work boots with reinforced soles and toecaps.

    Wearing safety helmets are an undisputable fact here meaning it is prohibited being within the site not wearing one and this rule is to be followed by everybody.

    Despite the fact that the noise level is normal comparing to other similar sites, we expect to see the workers wearing some kind of ear protection and also, a mesh that covers the face.

    The rules in Sweden about fences and safety barriers are strict, meaning that a worker must be protected by a fence and safety barrier at any level and everywhere he/she is on the site.

    It is essential that the vehicles you are using are in an acceptable state, this is not the case in your situation meaning that you have to repair some of the vehicles in order to use them as Swedish rules acquire.

    2. Helmets with built-in shelter in order to protect external noise and splinters

    Obligations:
    3. Helmets of safety standard - workers without the equipment are not allowed on the site

    4. Fences and safety barriers installed according to the height of the building design (to prevent human falls)

  30. After an inspection of our working site in Kalmar, Swedish Health and Safety Department have made the following conclusions to ensure Swedish legislation is followed:

    According to Swedish Safety Regulations, boots with reinforced soles and toecaps are required.

    Approved safety helmets are compulsory when entering the site, and to further ensure the safety of our workers, the inspectors have recommended helmets with built-in earmuffs and mesh to cover the face.

    When investigating the sites working vehicles, the inspectors informed us that some of the vehicles did not have a valid certificate from the Official Vehicle Inspection, why the vehicles immediately have been taken out of service until an inspection has been done.

    It is of outermost importance that we follow the given instructions to ensure that the work can proceed as planned, if not the Swedish Health and Safety Department has the authority to close down the working site.

  31. As a result of the investigation performed by the Health and Safety Executive, it was unfortunately found that several working conditions on your construction site were inferior to the strict regulations created to produce safe working environments.

    According to the regulations, it is required that everyone attending the construction site must wear an approved safety helmet; preferably these helmets should be equipped with built-in ear-muffs to protect the workers ears and reduce the risk of the noise impairing their hearing.

    For the safety of your workers, although not required by the regulations, it is strongly recommended that you equip your workers with work boots with reinforced soles and toe caps to further protect them from injuries.

    The test certificates of four of your vehicles have expired, which unfortunately requires you to immediately discontinue using them. The test certificates must be renewed before you can resume use, and it is also recommended that an authorized mechanic thoroughly control the hydraulic systems on those vehicles.

    3-Another necessary working wear is hardhats and ear protectors, which can be combined.

    4-To attain the safety we need regular fences and safety barriers for all levels building above ground.

    5-The machinery needs to go into service and renew the test certificates, since some of them have expired, they also need to go to an authorized mechanic for service.

It has been suggested that we should invest in a type of safety helmet that has built in ear muffs and a mesh to cover the face. Fences and safety barriers are required everywhere above ground level and it needs to be of proper height. Plant without current test certificates needs to be taken out of service until test certificates can be produced for these.
